If you are a citizen of Ukraine and have given birth to a child in Ireland, you must first obtain an Irish birth certificate and then apply to the Embassy of Ukraine in Ireland to register the child’s birth with the civil registry office in Ukraine.
To register a birth, you need to book an appointment to go to a civil registration service. You can book an appointment online or by phone. Walk-ins are available in some offices at certain times.
You should wait 3 weeks after the birth before booking an appointment to register the birth!
Documents to bring to your appointment
- You must bring a completed birth registration form to your appointment
- If you had a home birth with a healthcare professional, they should have given you a signed birth notification form. It must include their registration and PIN. This is a different form to the birth registration form. Bring both forms with you to your appointment.
- If your child is born in a hospital, the staff will send your baby’s birth notification form directly to the civil registration service. This means you don’t need to bring the birth notification form to your appointment. You just need to bring a completed birth registration form.

Photo ID. Bring one of these forms of photo ID:

or
✓ driver’s licence
or
✓ national ID card from a country where it is an accepted form of travel document or a public services card

Marriage certificate. If it is not in English or Irish, a translation must be from a certified translation service
Who can register a birth
- If both parents are married to each other and the marriage took place in Ireland, either parent can register the birth. Only 1 signature is needed.

If you are not married, both parents must attend the birth registration appointment. You both need to bring valid photo ID and sign the birth registration form.
- If the parents of the child are divorced or legally separated from each other, phone the civil registration service for advice.
It’s free to register a birth. After registration, you will receive a birth certificate.
Please note that Ireland does not have a patronymic, so the birth certificate will contain only the child’s first and last name. As a rule, the surname of a child registered to married parents cannot be changed.
Please note that do not laminate the document in any case, as it will be invalid.
To take the next step in registering your child’s birth with the civil registry office in Ukraine, you need to have the Irish birth certificate affixed with an Apostille at the Department of Foreign Affairs of Ireland to confirm the authenticity of the signature, seal/stamp. Apostille allows recognizing public documents issued in Ireland in another country – Ukraine.
After affixing the Apostille to the child’s birth certificate, you need to have it translated into Ukrainian by an authorized organization.
When ordering a translation, be sure to indicate that you are ordering a translation for the Embassy. The Embassy of Ukraine in Ireland recommends the following certified translation organization certifiedtranslations.ie.
The last step is to register the fact of birth at the Consular Section of the Embassy of Ukraine in Ireland and to register the acquisition of Ukrainian citizenship by birth by a person whose parents (one of them) were citizens of Ukraine at the time of his or her birth.
To make an appointment at the Embassy of Ukraine in Ireland for “Registration of Ukrainian citizenship by birth” is possible only by appointment using the online queue after authorization in the “ID.GOV.UA” system.
For a consular appointment, one of the parents submits the following documents:
- application for registration of acquisition of Ukrainian citizenship by birth;
- a copy of the person’s birth certificate (the certificate issued by the Irish competent authorities must be stamped with an Apostille and translated into Ukrainian by a certified translator);
- a copy of the passport of a citizen of Ukraine or another document provided for in Article 5 of the Law of Ukraine On Citizenship of Ukraine, which confirms that one of the person’s parents was a citizen of Ukraine at the time of his/her birth.
The foreign diplomatic institution to which the documents for obtaining Ukrainian citizenship are submitted verifies that they comply with the requirements of Ukrainian legislation and confirm the existence of facts with which the Law connects the person’s citizenship of Ukraine.
The decision to register a person’s acquisition of Ukrainian citizenship or to refuse to satisfy the application is made by the head of a foreign diplomatic mission or his/her deputy no later than one month from the date of receipt of the documents. The decision to refuse shall be informed to the applicant in writing no later than one week from the date of its making.
In case of a positive decision, the person is registered as a citizen of Ukraine and documented by a certificate of registration of a person as a citizen of Ukraine, which is submitted by him/her to obtain documents confirming the citizenship of Ukraine. Birth registration, as well as the issuance of the certificate of registration of this civil status act, is carried out without charging a consular fee.
If a positive decision is made, the person is registered as a citizen of Ukraine and is documented by a certificate of registration as a citizen of Ukraine, which is submitted by the person to obtain documents confirming Ukrainian citizenship.
