A PERSON IS TAKING IN A CHILD OR CHILDREN FROM UKRAINE, CAN THEY CLAIM ONE PARENT FAMILY PAYMENT (OFP)/JOBSEEKER TRANSITIONAL PAYMENT (JST)/JOBSEEKER ALLOWANCE(JA) FOR THE CHILD?

There has been no change to the definition of a ‘qualified parent’ for the purpose of OFP/ JST. Section 172(1) of the Social Welfare Consolidation Act 2005 defines a qualified adult as ‘the parent, step-parent, adoptive parent or legal guardian of at least one relevant child, who normally resides with that person’. Therefore, in general, people who take in a child from Ukraine will not meet the definition of the qualified parent for OFP/JST.

However, in cases where a person is already in receipt of a DSP payment including OFP/JST (in respect of another child/ren) i.e., they are already considered a qualified parent, they may be able to claim an IQC for the child from Ukraine.
